North Hills Paving, House Lots to McKnight Road

Asphalt paving in Ross Township covers two very different kinds of work. On one side are thousands of homes in neighborhoods like Perrysville, Berkeley Hills, Highcliff, Laurel Gardens and Evergreen Heights. On the other is McKnight Road, one of the busiest retail corridors in the region, where Northway Mall opened on August 1, 1962, as the first enclosed mall in Pennsylvania. We pave and repair residential driveways and we patch, overlay, sealcoat and stripe commercial lots.

When the houses went up

Ross was incorporated in 1809, but most of its homes are much newer. Census figures show 15,744 residents in 1950, 25,952 in 1960, 32,892 in 1970 and a peak of 35,102 in 1980. The 2010 census counted 14,909 housing units, and the population was 33,176 in 2020. That means a large share of driveways here were built from the 1950s through the 1970s. At fifty or sixty years old, many have reached the point where patching no longer holds.

The township's driveway and curb cut permit

Ross Township has a Driveway / Curb Cut application. It asks for a survey or plot plan showing the curb cut location, the width of the driveway opening, the driveway grade, and whether the work changes the grade of the street right-of-way. A separate Street Opening Permit is required if the work disturbs the sidewalk, concrete curb or paved township right-of-way. Before grading, the township asks for 24 hours' notice to Public Works for a pre-inspection, and a final inspection after the work is done. We build those steps into the schedule so the inspection happens before the stone goes down, not after.

Old roads, steep lots

Some of the main routes through Ross have long histories. Perry Highway was the old Perrysville Plank Road and was paved in the 1920s, and Franklin Road follows the former Venango Path. Many homes along and between these roads sit on hillside lots, with driveways that climb from the street or drop to a garage under the house. On those, we focus on a thick, well-compacted base and on sending water off the side instead of down the length of the drive. U.S. Route 19 runs through Perrysville, and driveways onto a state route may need a PennDOT Highway Occupancy Permit if the work reaches the right-of-way.

Commercial lots on McKnight and Babcock

Lots along McKnight Road and in the Babcock Boulevard business district see constant traffic, plow damage and delivery trucks. The usual failures are broken areas at entrances, alligator cracking in drive lanes, and faded striping. We cut out and patch failed sections, mill and overlay where the base is sound, sealcoat, and restripe with correct accessible spaces. We phase the work by section or schedule it after hours so the business stays open. Call (412) 796-9361 to set up a site visit.

Ross Township Questions

Do I need a permit to repave my driveway in Ross Township?

The township has a Driveway / Curb Cut application, and a Street Opening Permit applies if the work disturbs the sidewalk, curb or paved township right-of-way. We check what your project touches and handle the inspection timing with you.

How soon can you start after the permit?

Once the permit is in hand, we schedule the pre-inspection with Public Works, which needs 24 hours' notice before grading, and then set the paving date.

Can you work on a McKnight Road lot without closing the business?

Yes. We split the lot into sections or work after hours, so part of the parking stays open the whole time.
